Stocks crept narrowly higher Tuesday, as the market felt for direction after Monday’s brisk pullback. Growth stocks and small caps showed early strength, although the overall early mood was tentative, after President Donald Trump on Monday declared a state of emergency in Washington, D.C., and the Pentagon called up 10,000 troops for deployment to the capital.
